Two vulnerabilities were reported in HPE ArcSight Enterprise Security Manager (ESM). A local user can obtain elevated privileges on the target system. A remote authenticated user can obtain files on the target system.|
A local user can execute arbitrary commands on the target system with elevated privileges [CVE-2016-1990].
A remote authenticated user can send specially crafted data to view files on the target system [CVE-2016-1991].
ArcSight ESM Express is also affected.

Potential security vulnerabilities have been identified with ArcSight ESM and
ESM Express. The vulnerabilities could be exploited remotely to trick an
unsuspecting user into downloading arbitrary files, or running arbitrary
commands on the local system.
